What is the NIST Cybersecurity Framework?

The NIST Cybersecurity Framework is a voluntary set of guidelines that helps organisations understand, manage, and reduce their cybersecurity risk.

It is published by the National Institute of Standards and Technology (NIST), a respected agency of the United States Department of Commerce.

Despite its American origin, it has become a global common language for cybersecurity, referenced by governments, regulators, and companies far beyond the United States, including in Singapore.

Think of it less as a rulebook and more as a shared vocabulary and a sensible structure for talking about and improving security.

The current version, CSF 2.0, was published in February 2024, the first major revision since the original 2014 release.

Importantly, it is voluntary and does not offer a certification. You use it to organise and benchmark your efforts, not to pass an exam.

A common misconception is that the framework is only for big banks or government agencies. Since version 2.0, it has been explicitly designed for organisations of every size and sector.

Another is that it is purely technical. In reality, much of its value is in helping non-technical leaders ask the right questions and direct resources sensibly.

Singapore’s own data shows why a basics-first structure helps. The CSA found infected systems rose 67 per cent to around 117,300 in 2024, with many infections involving old malware that existing patches could have stopped.

How the Framework is Built

The framework has three building blocks: the Core, the Tiers, and the Profiles. Understand these three, and the whole thing clicks into place.

A simple way to hold them in your head: the Core is what to do, the Tiers are how rigorously, and the Profiles are where you are and where you want to be.

These three work as a set. The Core gives you the vocabulary, the Profiles apply it to your situation, and the Tiers describe how consistently you operate it across the whole organisation.

The Core: What Good Cybersecurity Looks Like

The Core is the heart of the framework. It is a catalogue of cybersecurity outcomes, organised so you can see the big picture and the detail.

It is arranged in three layers. At the top sit the six Functions, the broad headings of a complete security programme.

Each Function breaks into Categories, which are groups of related outcomes, such as identity management or data security.

Categories break further into Subcategories, the specific, concrete outcomes you can actually check off.

In CSF 2.0, this adds up to six Functions, 22 Categories, and 106 Subcategories. You do not memorise these; you use them as a structured menu.

For example, under Protect, you might find a category for identity and access management, which holds specific outcomes like multi-factor authentication being enforced. You pick the outcomes that matter to you and leave the rest.

Crucially, the Core describes outcomes, not products. It tells you what to achieve, like “access is managed,” and leaves the how to you.

That outcome focus is what keeps the framework vendor-neutral and durable. An outcome like keeping data accessible only to the right people stays valid no matter which product delivers it.

The Tiers: How Rigorous is Your Approach

The Tiers describe how mature and consistent your cybersecurity practices are. They are a measure of rigour, not a grade or a certificate.

There are four Tiers, running from informal and reactive up to proactive and adaptive.

Tier 1 is Partial: security is ad hoc, handled on a case-by-case basis, with little organisation-wide awareness.

Tier 2 is Risk Informed: leadership is aware of risk, but practices are not yet consistent across the organisation.

Tier 3 is Repeatable: policies are formal, applied consistently, and updated as risks change.

Tier 4 is Adaptive: the organisation learns from experience and improves continuously, adjusting ahead of new threats.

Pro Tip

A higher Tier is not automatically the goal. The right Tier is the one that matches your risk and resources. A small business reaching solid Tier 2 or 3 practices is often in great shape.

The Profiles: Where You Are and Where You Want to Be

A Profile is simply a snapshot of your security posture against the Core. It turns the framework into a personalised plan.

You create a Current Profile describing what you do today and a Target Profile describing where you want to be.

The gap between the two becomes your action plan: a prioritised list of what to improve, in what order.

NIST also encourages Community Profiles, shared baselines built for a whole sector or type of organisation, so you do not start from a blank page.

This is the part that makes the framework practical. It moves you from abstract good practice to a concrete to-do list tailored to your business.

A small retailer and a hospital will build very different profiles, and that is the point. The framework flexes to your risk rather than forcing a one-size-fits-all standard on everyone.

Community Profiles are a useful shortcut here. A trade association or regulator can publish a ready-made baseline for its sector, so a clinic or a law firm can start from a relevant template rather than a blank page.

The Six Functions of the NIST Cybersecurity Framework

The six Functions are the headline acts of the framework. Together, they cover the full life of cyber risk, from setting strategy to bouncing back after an incident.

They are not strictly sequential. They operate together and continuously, with Govern sitting at the centre to steer the other five.

Everything else works better when Govern is strong, because it sets the priorities the other five functions follow.

Govern also covers supply chain risk, a growing concern as attackers target the smaller vendors and software providers that larger organisations depend on.

Done well, Govern keeps cybersecurity tied to business goals. It ensures security decisions reflect what the organisation actually values and what it can realistically afford to protect.

Identify: Know What You Have and What Could Go Wrong

Identify is about understanding your own organisation: your systems, data, devices, people, and suppliers, and the risks attached to each.

You cannot protect what you do not know you have. Identify builds the inventory and risk picture that everything else relies on.

A practical starting point is an asset list and a simple risk assessment: what matters most, and what would hurt the business if it were lost or exposed.

This is also where organisations discover shadow IT: the unofficial apps, old servers, and forgotten accounts that nobody is watching but attackers love to find.

Protect: Put Up the Defences

Protection covers the safeguards that prevent or limit damage. This is the function most people picture when they think of cybersecurity.

It includes access control, staff training, data protection, secure configuration, and regular patching, the everyday hygiene that stops most attacks.

Remember the Singapore data: many infections came from unpatched, outdated software. Strong Protect practices would have closed many of those doors.

The scale is sobering. The CSA found that infected infrastructure in Singapore rose by about 67 per cent to roughly 117,300 systems, and that much of it traced to older malware that existing patches could already fix.

People are part of Protect too. Training staff to spot phishing is one of the highest-value, lowest-cost defences available.

Simple measures carry a lot of weight here, including multi-factor authentication, least-privilege access, and reliable backups. None of these are glamorous, and all of them stop real attacks.

Detect: Spot Trouble Quickly

Detect is about noticing that something is wrong, ideally fast, before a small intrusion becomes a major breach.

It covers continuous monitoring and the ability to recognise unusual activity across your systems and networks.

Speed is everything here. Attackers often lurk for weeks or months, so the goal is to shrink the gap between intrusion and discovery.

The SingHealth breach examined later in this article is a stark example. Attackers moved through the network for months before they were spotted, which is precisely the failure Detect is designed to prevent.

Respond: Act When an Incident Happens

Respond is your plan for when, not if. It covers what you do the moment an incident is confirmed.

It includes incident management, analysis, containment, and clear communication to staff, customers, and regulators.

A good response plan is written down, rehearsed, and known in advance. The middle of a crisis is the worst time to invent a process.

In Singapore, Respond also has a legal dimension. Under the PDPA, organisations may be required to notify the regulator and affected individuals of certain data breaches, so communication is not optional.

Recover: Get Back to Normal

Recover is about restoring operations after an incident and learning from what happened so it does not repeat.

It covers recovery planning, backups, and communication during the return to normal service.

Tested backups are the unsung hero here. They are often the difference between a bad day and a business-ending event, especially against ransomware.

Recover is also where you capture the lessons. A calm post-incident review feeds straight back into Govern and Protect, so the same weakness does not bite twice.

Seen together, the six functions are less a straight line and more a continuous loop. Lessons from Recover and signals from Detect feed back into Govern, Identify, and Protect, so the organisation keeps getting stronger.

The NIST Cybersecurity Framework in Singapore

The need is pressing. The CSA recorded a 21 per cent rise in reported ransomware cases in 2024, to 159, with manufacturers and professional-services firms among the hardest hit.

Financial institutions feel this most acutely. The Monetary Authority of Singapore’s Technology Risk Management guidelines push regulated firms toward exactly the identify, protect, detect, respond, and recover disciplines that the framework describes.

This is why NIST CSF is increasingly popular in Singapore even though it offers no certification of its own: it provides the strategy, and local marks provide the recognition.

For professionals, this overlap is good news. Skills built around the NIST functions transfer directly to Cyber Trust readiness, PDPA compliance, and MAS TRM expectations, so the learning pays off several times over.

The stakes at the national level are high. The CSA reported that suspected state-linked APT activity targeting Singapore has quadrupled since 2021, which is why critical infrastructure operators face the firmest expectations.

The findings: The Committee of Inquiry and the regulator found basic security measures had been neglected, and that staff did not respond adequately when warning signs appeared.

A telling detail sits inside the response itself. Warning signs were spotted but not escalated through a clear process, and the incident-response plan that existed on paper was not properly followed.

That is a governance failure as much as a technical one, which is precisely the gap the new Govern function in version 2.0 exists to close. Clear accountability turns a noticed anomaly into a reported incident.

The penalty: Singapore’s data protection regulator imposed fines totalling one million dollars, the highest at the time, split between the IT operator and SingHealth.

Read through the framework, and the gaps are textbook. Identify and Protect were weak, Detect was too slow, and the Respond steps were not followed.

The lesson is not that the staff were careless people. It is that without a structured framework, important basics fall through the cracks, even in well-resourced organisations.

Stronger Identify and Protect would have closed the dormant accounts and unpatched gaps, and tested Detect and Respond steps would have raised the alarm far sooner.

The inquiry made sixteen recommendations that pointed the same way, toward better monitoring, tighter access, and clearer incident response. In framework terms, that is simply strengthening the weak functions.
